A New Era in Gambling Regulation- Curaçao's journey towards reformed gambling regulations has reached a critical juncture as the National Ordinance for Games of Chance (LOK) bill is now under parliamentary scrutiny. This legislation aims to revamp the existing framework and introduce more stringent controls and transparency in the gambling sector.
The LOK bill's introduction follows a series of strategic moves by Curaçao's Ministry of Finance. Focusing on enhancing regulatory practices, the ministry notified current license holders under the prevailing law (NOOGH) about essential milestones and transitions required for the new legislative environment.
One of the bill's significant features is modifying license types and associated fees for gambling operators. This reform intends to create a more accountable and responsible gambling industry. As part of the transition, registration of sub-licenses on the Curaçao Gaming Control Board (GCB) portal and subsequent applications for a direct license will face a deadline of 31 March 2024.
Operators currently holding direct licenses under the NOOGH will be eligible for a provisional permit during the transition to the LOK. This "grandfathering" process applies only to those compliant by 31 March 2024. In contrast, sub-licensees must register their domains on the GCB portal by this deadline to continue operations legally.
In anticipation of the LOK's enactment, the GCB has proactively renewed all gambling licenses in Curaçao. Additionally, starting 1 January 2024, license holders will be permitted to display a GCB-issued Digital Seal on their websites, symbolizing regulatory compliance and legitimacy.
The genesis of Curaçao's gambling overhaul can be traced back to July 2022, with the Dutch government highlighting a new schedule for reform in January 2023. These steps reflect Curaçao's commitment to aligning its gambling industry with global standards of regulation and transparency.
